H.R. 3920 — Lawless Cities Accountability Act of 2025

This section prohibits federal funds from being made available to any jurisdiction that the Attorney General determines to be a lawless jurisdiction. The Attorney General must make such determinations, with explanations, no later than 30 days after enactment and quarterly thereafter, and publicly release them. Federal funds may be reinstated to the later of 180 days after the initial determination or the date the Attorney General determines the jurisdiction is no longer lawless.

This section defines, for purposes of this Act, a "lawless jurisdiction" as a state or political subdivision of a state that meets any of the following criteria: (1) forbids a law enforcement agency from intervening to restore order amid widespread or sustained violence or destruction; (2) withdraws law enforcement protection from a geographical area or structure that officers are lawfully entitled to access, except for brief tactical withholdings to resolve an imminent threat; (3) disempowers or defunds law enforcement agencies; or (4) refuses federal law enforcement assistance amid widespread or sustained violence or destruction when unable to restore order.
