H.R. 3932 — Rural Upgrades for Road Access and Local Growth Act of 2025

This section modifies the Rural Surface Transportation Grant Program by (1) establishing a new requirement to reserve 30% of funds available each fiscal year for grants for eligible projects located in communities with populations between 10,000 and 75,000, regardless of whether such communities are part of an urbanized area as designated by the Census Bureau; and (2) shortening specified review periods in subsection (l) to 3 days (from 60 days). (The program provides competitive grants to states, localities, tribes, and other entities for highway, bridge, safety, and related projects to enhance connectivity, safety, and economic growth in rural areas, defined as outside urbanized areas with populations over 200,000.)
