H.R. 3943 — Opportunity To Address College Hunger Act

This section requires institutions of higher education receiving Federal Work-Study Program funds to notify eligible students—defined as recipients of such work-study assistance or students eligible for Federal Pell Grants—by email or other electronic means of their potential eligibility for the Supplemental Nutrition Assistance Program (SNAP), including state-specific eligibility details and local office contact information for applications. (1) The notification, developed by the Secretary of Education in consultation with the Secretary of Agriculture, must include an official document confirming the student's work-study participation sufficient to demonstrate exemption from SNAP ineligibility for certain students under current law (7 U.S.C. 2015(e)(4)); and (2) directs the Secretaries to provide guidance to states and institutions on identifying and communicating with potentially eligible students.
