H.R. 3957 — To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide certain fire management assistance to Indian Tribal Governments, and for other purposes.

This section expands eligibility for fire management assistance under the Stafford Act—grants, equipment, supplies, and personnel to suppress wildfires on forest or grassland threatening major disaster-level destruction (i.e., fire management assistance declarations)—to include Indian Tribal Governments in addition to states and local governments. The section further (1) authorizes the governor of a state or chief executive of an Indian Tribal Government to directly request such assistance; (2) clarifies that a tribal government denied a direct request may still receive assistance via a state's request for the same incident; and (3) directs the President to issue regulations within one year of enactment updating FEMA regulations (44 C.F.R. part 204), including authorizing direct FEMA receipt of tribal requests and provision of aid, clarifying state-request backup eligibility, considering tribal-specific conditions, and requiring government-to-government consultation with tribes.
