H.R. 3958 — To require the United States Postal Service to notify postal customers and relevant officials when operations are temporarily suspended at a post office, and for other purposes.

This section establishes notice, public comment, and replacement service requirements for the U.S. Postal Service (USPS) when temporarily suspending operations at a post office, either voluntarily or involuntarily. Specifically, it requires USPS to (1) provide a suspension notice to affected persons and relevant officials (i.e., members of Congress and local government heads for the area) at least 60 days prior to a planned suspension or within 14 days after an unplanned one—detailing reasons, service plans, comment opportunities, and resumption estimates (with onsite notices linking to a website)—and barring suspensions without notice unless nondiscretionary or due to health/safety concerns; (2) issue status updates every three months after six months for suspensions exceeding six months and a reopening notice upon determining the resumption date; (3) distribute all notices via mail, onsite posting, USPS website, social media, and email to officials; (4) offer affected persons an opportunity to comment on the suspension or any relocation; and (5) within 10 days, provide equivalent retail postal services (e.g., packaging sales and post office box mail access) in the same geographic area to the extent practicable.
