H.R. 3960 — Connecting Communities Post Disasters Act of 2025

This section exempts Federal authorizations for covered communications projects from being considered major Federal actions under sec. 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA; 42 U.S.C. 4332(2)(C))—which requires environmental impact statements for actions significantly affecting the human environment—and from being considered undertakings under sec. 300320 of the National Historic Preservation Act (NHPA). (Thus, no NEPA environmental reviews or NHPA historic preservation reviews are required.) A covered project, within five years of a presidential major disaster or emergency declaration under the Stafford Act (42 U.S.C. 5121 et seq.), replaces a communications facility damaged by the disaster or emergency or makes improvements necessary for recovery or to prevent or mitigate future disasters or emergencies.
