H.R. 3980 — Streamline Emergency Care Act

This section directs the Secretary of Health and Human Services (HHS), acting through the Health Resources and Services Administration, to award grants of up to $500,000 to nonprofit health care providers operating emergency departments for purposes of expanding, modernizing, or streamlining emergency department operations. Grants may be used to (1) hire and retain emergency department staff, (2) optimize and modernize capacity and patient flow through space repurposing or renovation, new processes, or equipment purchases, or (3) provide triage and other training to increase existing staff capacity. The Secretary must submit a report to the House Energy and Commerce Committee and Senate Health, Education, Labor, and Pensions Committee by the end of the third fiscal year after enactment on the program's effectiveness and impacts. The section authorizes $20 million for each of FY2026 through FY2030.
