H.R. 3991 — Research for Healthy Soils Act

This section adds microplastics and per- and polyfluoroalkyl substances (PFAS), including from structural firefighting foam, in land-applied biosolids or compost on farmland as a high-priority research and extension area eligible for competitive grants under the Department of Agriculture's specialized crop research program (7 U.S.C. 5925(d)). Grants may support (A) surveys and data collection on concentrations, particle size, and chemical composition; (B) development or analysis of filtration or biodegradation techniques; (C) analysis of impacts on crops, soil health, and uptake by crops or livestock; (D) research on wastewater processing effects; (E) research on fate, residence time, and transport; and (F) soil and water remediation research.

This section reauthorizes high-priority research and extension initiatives through 2031 (from 2023).
