H.R. 3998 — Firearms Congressional Notification Modernization Act

This section modifies quarterly reporting requirements under the Arms Export Control Act (22 U.S.C. 2776) by raising the threshold from $1 million to $4 million for letters of offer (subsection (a)(1)) and export licenses (subsection (a)(4)) involving defense articles that are firearms controlled under category I of the United States Munitions List (i.e., non-automatic firearms, machine guns, and silencers). It also raises a threshold from $1 million to $4 million in subsection (c) (relating to congressional notifications of commercial arms sales).
