This section rescinds unobligated balances totaling $7,782,000,001 from specified foreign operations accounts made available by division F of P.L. 118-47 (FY2024 State, Foreign Operations, and Related Programs Appropriations Act) and division A of P.L. 119-4 (Full-Year Continuing Appropriations Act, 2025), pursuant to the President's June 3, 2025, special message under the Impoundment Control Act, as follows: (1) $33,008,764 from International Organizations—Contributions to International Organizations (P.L. 118-47); (2) $168,837,230 from the same heading (P.L. 119-4); (3) $203,328,007 from International Organizations—Contributions for International Peacekeeping Activities (P.L. 118-47); (4) $157,906,000 from the same heading (P.L. 119-4); (5) $500,000,000 from Bilateral Economic Assistance—Funds Appropriated to the President—Global Health Programs (P.L. 119-4), excluding unobligated balances for HIV/AIDS, tuberculosis, malaria, nutrition, or maternal and child health programs (but including family planning and reproductive health); (6) $800,000,000 from Department of State—Migration and Refugee Assistance (P.L. 119-4); (7) $43,000,000 from Bilateral Economic Assistance—Funds Appropriated to the President—Complex Crises Fund (P.L. 119-4); (8) $83,000,000 from Bilateral Economic Assistance—Funds Appropriated to the President—Democracy Fund (P.L. 119-4); (9) $1,650,000,000 from Bilateral Economic Assistance—Funds Appropriated to the President—Economic Support Fund (P.L. 119-4), excluding unobligated balances for assistance to Jordan, Egypt, or the Countering PRC Influence Fund; (10) $125,000,000 from Multilateral Assistance—International Financial Institutions—Contribution to the Clean Technology Fund (P.L. 119-4); (11) $436,920,000 from Multilateral Assistance—Funds Appropriated to the President—International Organizations and Programs (P.L. 119-4); (12) $2,500,000,000 from Bilateral Economic Assistance—Funds Appropriated to the President—Development Assistance (P.L. 119-4), excluding unobligated balances for Feed the Future Innovation Labs, the Countering PRC Influence Fund, or administration of U.S. commodity-based food aid (including Food for Peace and McGovern-Dole International Food for Education and Child Nutrition programs); (13) $460,000,000 from Bilateral Economic Assistance—Funds Appropriated to the President—Assistance for Europe, Eurasia and Central Asia (P.L. 119-4); (14) $496
