H.R. 4003 — Economic Opportunity for Border Communities Act

This section directs the Secretary of Commerce to develop a national strategy for supporting economic opportunity in border communities (i.e., municipalities not more than 15 miles from a land port of entry) and to submit a report on the strategy to Congress not later than one year after enactment. The strategy's goals include (1) increasing jobs in border communities, focused on logistics, international trade, manufacturing, transportation, and agriculture; (2) strengthening U.S. manufacturing competitiveness; (3) reducing export and import costs; and (4) expanding workforce development opportunities, including vocational training for those industries. The strategy must assess incentives (e.g., tax incentives) for economic development in such communities; recommend statutory or regulatory changes to achieve the goals; and coordinate with the Secretaries of Housing and Urban Development and Agriculture on rural housing, infrastructure, and economic development programs, and with the Secretary of Transportation on highway and railway infrastructure.
