H.R. 4019 — Gio’s Law

This section establishes the Law Enforcement Access to Emergency Epinephrine Grant Program (Part PP of Title I of the Omnibus Crime Control and Safe Streets Act of 1968) to enable state, local, and tribal law enforcement agencies to respond to anaphylactic emergencies (i.e., severe allergic reactions requiring immediate epinephrine administration). The Attorney General must develop or identify standardized training curricula within 180 days of enactment to teach officers to recognize anaphylaxis symptoms and administer epinephrine products (defined as auto-injectors or other non-injection delivery methods). Grants to states and units of local government—for purchasing such products and providing the training—require an application with certification from the relevant state attorney general that officers are protected from civil liability for administering epinephrine. The section authorizes $25 million for each of FY2026 through FY2030.

This section directs the Attorney General, acting through the Director of the Bureau of Justice Statistics, to submit to Congress and make publicly available on an annual basis data on the frequency of administration of epinephrine products (as defined in section 3064 of title I of the Omnibus Crime Control and Safe Streets Act of 1968) by Federal, State, local, and tribal law enforcement officers.

This section directs the Attorney General, in collaboration with the Secretary of Health and Human Services, to design and implement a public awareness campaign not later than 180 days after enactment to educate the public on (1) symptoms of an anaphylactic reaction and (2) the role of law enforcement officers and first responders in administering epinephrine products.
