H.R. 4020 — To authorize the Secretary of Defense to enter into arrangements with institutions of higher education to provide dual or concurrent enrollment programs for students enrolled in schools operated by the Department of Defense Education Activity, and for other purposes.

This section authorizes the Secretary of Defense, acting through the Director of the Department of Defense Education Activity (DODEA), to (1) enter into arrangements with institutions of higher education (as defined in section 102 of the Higher Education Act of 1965, 20 U.S.C. 1002) to provide dual or concurrent enrollment programs for students at DODEA schools (i.e., schools operated by DODEA within or outside the United States); and (2) provide financial assistance to such students to cover program costs. A dual or concurrent enrollment program enables a high school student who has not yet received a regular high school diploma to enroll in postsecondary courses and earn credit applicable toward both a postsecondary degree or credential and high school completion.
