H.R. 4025 — Energy Transitions Initiative Authorization Act of 2025

This section states congressional findings on the energy challenges faced by remote, island, and Tribal communities—including high costs, limited infrastructure, and disaster vulnerability—and the need for partnered specialized assistance to develop self-sufficient renewable energy solutions and infrastructure such as energy storage, solar facilities, hydropower plants, distributed energy resources, microgrids, and transportation.

This section establishes the Energy Transitions Initiative grant program, under which the Secretary of Energy may award grants of up to $5 million (covering up to 90% of total costs) to eligible entities—including states with remote, island, or Tribal communities; local governments or community organizations serving remote or island communities; and Tribal communities—for eligible projects such as energy efficiency measures in buildings or resilient energy systems (i.e., hydropower, solar, wind, geothermal, tidal or wave energy; microgrids; or electricity transmission and distribution infrastructure). The section further (1) requires the Secretary, upon request, to provide technical assistance to grantees for 1-2 years through the Energy Transitions Initiative Partnership Program; (2) mandates annual audits by the Government Accountability Office (GAO), beginning one year after program establishment, with reports and recommendations submitted to the House and Senate Committees on Energy and Commerce (or Public Works) and Appropriations; and (3) authorizes $31 million annually for FY2026 through FY2030. For this section, "Tribal community" means a federally recognized tribe (as defined in 25 U.S.C. §5130(2)), Alaska Native Corporation, or Native Hawaiian Organization; "remote community" means a population isolated from regional electric grids due to geography or environment; and "island community" means a population on land isolated by water, off regional grids, and facing energy resilience challenges.
