H.R. 4030 — Treatment Continuity Act of 2025

This section revises the Priority Substance Use Disorder Treatment Needs of Regional and National Significance grant program (42 U.S.C. 290bb-2)—which awards competitive grants to public and nonprofit private entities to address treatment needs of regional or national significance—to also cover serious mental illness. Specifically, it (1) revises grant priorities to require access to FDA-approved long-acting injectable medications for substance use disorder or serious mental illness; lab testing and supportive counseling for both conditions; and training on such medications combined with clinical services such as counseling (striking prior priorities); (2) requires grantees to give priority to such medications and related services; (3) adds an annual report to Congress on program outcomes, including progress toward treatment requirements based on clinician assessment, beginning one year after enactment of the Treatment Continuity Act of 2025 and continuing during the program's term; and (4) applies these changes to grants awarded after enactment.
