This section amends the Workforce Innovation and Opportunity Act (WIOA) to establish employer-directed skills accounts that provide the federal share of costs for employer-sponsored skills development and certain on-the-job training selected by employers. Specifically, the section (1) defines "employer-sponsored skills development" as a program selected by an employer to meet its skill needs, conducted under an agreement with a commitment to employ participants upon successful completion, with employer cost-sharing of at least 10% (for employers with ≤50 employees), 25% (for 51-100 employees), or 50% (>100 employees); (2) expands the on-the-job training definition to include federal cost-sharing via such accounts when statutory conditions are met; (3) adds employer-sponsored skills development to exceptions from state performance accountability measures; (4) requires career services to provide information on these programs and assistance in establishing related agreements; (5) waives participant assessment requirements for individuals employer-selected for these services and adds such programs to eligible training options; and (6) requires local plans and consumer choice provisions to address employer-directed skills accounts. (Thus, these changes enable direct federal reimbursements to employers for training they select and partially fund, bypassing standard individual training account processes for qualifying programs.)
