H.R. 4059 — SPEED Act

This section increases the thresholds of federal financial assistance qualifying certain highway projects for categorical exclusion from National Environmental Policy Act (NEPA) review by (1) raising the amount in subparagraph (A) to $12 million (from $6 million); and (2) raising the amount in subparagraph (B) to $70 million (from $35 million). (Thus, additional projects with higher federal funding may qualify for this streamlined environmental review process.)
