H.R. 4061 — District of Columbia Local Juror Non-Discrimination Act of 2025

This section prohibits exclusion from District of Columbia juries on account of sexual orientation or gender identity by amending DC Code §11-1903—(1) redesignating the existing prohibition on discrimination in jury service as subsection (a); and (2) adding subsection (b) to define "sex" expansively to include sex stereotypes; pregnancy, childbirth, or related medical conditions; sexual orientation (i.e., homosexuality, heterosexuality, or bisexuality) or gender identity; sex characteristics, including intersex traits; and, with respect to an individual, the sex of associated persons or perceptions (even inaccurate) of the individual's sex. The section makes the same definitional expansion in DC Code §11-1910(c), the remedies provision for jury discrimination violations.
