H.R. 4063 — Veterans Full-Service Care and Access Act of 2025

This section establishes a new section 1716A of title 38, U.S. Code, requiring the Secretary of Veterans Affairs to ensure that veterans eligible for hospital care and medical services under section 1710 receive such care at not fewer than one full-service hospital of the Veterans Health Administration (VHA) within the geographic boundaries of each of the 48 contiguous states. (As background, VHA provides hospital care and medical services to eligible veterans, who currently may access care through VA facilities, travel to facilities in other states, or community providers under certain conditions.) It further (1) amends the Veterans Community Care Program (38 U.S.C. 1703(d)(1)(B)) to specify eligibility conditions as of the date of enactment of the Veterans Full-Service Care and Access Act of 2025; (2) clarifies that the requirement does not restrict enhanced care for veterans at VHA hospitals in other states; and (3) requires a report to Congress, not later than one year after enactment, on compliance and effects on care quality and standards.
