H.R. 4065 — Bring the Space Shuttle Home Act

This section directs the NASA Administrator and the Smithsonian Institution to transfer the Discovery space shuttle from the Smithsonian’s Steven F. Udvar-Hazy Center near Washington, DC, to NASA’s Johnson Space Center in Houston, Texas, not later than 18 months after enactment of this Act. It requires the Administrator and Smithsonian to jointly develop and submit to Congress, within 90 days after enactment, a transfer plan that includes an estimated timeline and cost. Following physical transfer, the Smithsonian must convey title to NASA within one year; NASA must then place the shuttle on public exhibition within five miles of the Johnson Space Center to advance science, technology, engineering, and mathematics (STEM) learning, with the center overseeing it until title is transferred to a nonprofit entity designated by the Administrator, which must maintain the shuttle on public exhibition within five miles for STEM learning. This section authorizes appropriations to NASA of such sums as necessary to carry out these requirements, in addition to other authorized amounts and potentially as supplemental funding requested by the President.
