H.R. 4067 — Protect the First Amendment Act

This section prohibits the authorization of federal funds for contracts or grants to (1) covered entities—NewsGuard Technologies, Inc. (doing business as NewsGuard) or any successor thereto, and Disinformation Index, Inc., Disinformation Index, Ltd., or Global Disinformation Index gUG (collectively doing business as Global Disinformation Index) or any successor thereto—and (2) any nonprofit organization (i.e., 501(c)(3) tax-exempt entity) or other entity that engages in covered behavior. Covered behavior means operations, activities, or products that demonetize or rate the credibility of a domestic entity (e.g., news and other information outlets) based on its lawful speech by purporting to evaluate such speech as misinformation, disinformation, or malinformation.
