H.R. 4071 — Combatting International Drug Trafficking and Human Smuggling Partnership Act of 2025

This section authorizes designated U.S. Customs and Border Protection (CBP) employees with Air and Marine Operations authorities to provide support to foreign governments—including joint operations in their territory under a bilateral arrangement—for monitoring, tracking, and deterring illegal drugs, person/goods smuggling, terrorist threats, and other U.S. security or economic threats to the United States; emergency humanitarian efforts (i.e., search and rescue, medical assistance, air traffic control assistance, and related transport); and law enforcement capacity-building. It further authorizes the Secretary of Homeland Security to use Department operating expenses to pay tort claims against the United States arising from such CBP operations in foreign countries, in accordance with the first paragraph of 28 U.S.C. §2672 (i.e., Federal Tort Claims Act administrative settlement authority), if claims are presented within two years of the incident; requires a report to the House and Senate Homeland Security committees within 90 days after this payment authority sunsets five years after enactment, detailing each payment's recipient, amount, country of residence/principal place of business, and justification.
