H.R. 4079 — Safer Response Act of 2025

This section revises the first responder training program—providing grants to states, localities, Indian Tribes, and Tribal organizations to train emergency response providers on recognizing overdoses and safely administering approved, cleared, or legally marketed drugs or devices under the Federal Food, Drug, and Cosmetic Act—by (1) broadening the scope from opioid overdoses to all drug overdoses (e.g., including heroin, psychostimulants, and other drugs); (2) expanding eligible drugs and devices from those "approved or cleared" by the FDA to those "approved, cleared, or otherwise legally marketed" under the FDCA; (3) making technical and conforming amendments, such as capitalizing "Tribes and Tribal"; and (4) authorizing $57 million for each of FY2026 through FY2030 (from $36 million for each of FY2019 through FY2023).
