H.R. 4083 — Marshall ‘Major’ Taylor Congressional Gold Medal Act

This section states congressional findings on the life, bicycle racing achievements, racial barriers overcome, and legacy of Marshall Walter “Major” Taylor (1878–1932), the second Black athlete to win a world championship title.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange the posthumous presentation, on behalf of Congress, of a gold medal of appropriate design to commemorate Marshall Walter “Major” Taylor as an athlete, trailblazer, role model, and equal rights advocate. It directs the Secretary of the Treasury to strike the medal bearing Taylor's image and name and requires the medal, following presentation, to be given to his great-granddaughter, Karen Donovan.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 3 at a price sufficient to cover the costs of production, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck pursuant to this Act as (1) national medals for purposes of chapter 51 of title 31, United States Code (governing U.S. Mint production of medals), and (2) numismatic items for purposes of sections 5134 and 5136 of such title (governing design, production, and sale of numismatic items).

This section authorizes charges against the United States Mint Public Enterprise Fund for the costs of striking medals pursuant to this Act and requires deposit of proceeds from the sale of duplicate bronze medals authorized under section 4 into that fund.
