H.R. 4088 — District of Columbia Zoning Commission Home Rule Act

This section revises the composition of the District of Columbia Zoning Commission (D.C. Official Code § 6–621.01) by removing the Architect of the Capitol and Director of the National Park Service as ex officio members and striking the requirement that certain members be appointed by the Mayor. As a conforming amendment, it revises procedures for Board of Zoning Adjustment review of foreign mission applications to locate, expand, or replace chanceries in the District of Columbia (22 U.S.C. 4306(i)) to provide that (1) the President-designated official among the Secretary of Defense, Secretary of the Interior, Administrator of General Services, or Director of the National Park Service (or designee) serves as a Board member in lieu of the Zoning Commission representative; and (2) the National Capital Planning Commission representative is that Commission's Executive Director. (Chanceries are principal diplomatic premises of foreign missions, and such Board proceedings implement statutory criteria facilitating their establishment while respecting local zoning.)
