This section extends hours-of-service limitations under 49 U.S.C. §21103 to yardmaster employees (i.e., individuals responsible for supervising and coordinating the control of trains and engines operating within a rail yard). (As background, §21103 limits train employees to 276 hours of basic service per calendar month, 12 consecutive hours of excess service absent certain conditions, and six consecutive hours of rest after duty, among other requirements, to mitigate fatigue-related rail accidents.) The section also (1) adds yardmaster employees to the definition of "employee" in 49 U.S.C. §21101, (2) revises the heading and text of §21103 and its table of sections entry to include yardmaster employees, and (3) defines "yardmaster employee."
