This section directs the Secretary of Agriculture to support regional and national programs to collect and publish cost-of-production data for organic milk, including costs of major organic feedstuffs (i.e., corn, corn silage, soybeans, sorghum, oilseeds, small grains, forage crops, pasture, hay, and others determined by the Secretary), domestic and imported prices for those feedstuffs, and all other production costs. It further requires the Secretary, not later than 90 days after enactment, to establish the Organic All Milk Prices Survey—analogous to the existing National Agricultural Statistics Service All Milk Prices Survey—to gather and report monthly national data and data for at least the six regions with the greatest organic dairy production on prices paid to organic dairy farmers for organic milk and organic milk cows. Additionally, not later than 180 days after enactment, the Secretary must publish new periodic reports or add organic milk data equivalent to that reported for conventional milk—using data from the National Agricultural Statistics Service, Economic Research Service, or Agricultural Marketing Service—including, at a minimum, State-level organic cost-of-production data, regional organic milk production quantities, organic mailbox prices for the six top regions, and major organic feedstuff prices.
