H.R. 4112 — Congressional Review Reform Act of 2025

This section amends the Congressional Review Act (CRA) as follows: (1) strikes the prohibition on agencies issuing substantially similar rules after a joint resolution of disapproval is enacted (previously at 5 U.S.C. §801(d)); and (2) in §802, replaces the definition of "joint resolution" to cover only those introduced after Congress receives the agency rule report under §801(a)(1)(A), with specified disapproving language and no force-or-effect clause; strikes the declaration that CRA procedures constitute an exercise of each chamber's rulemaking power (previously §802(e)); and makes conforming redesignations. (Thus, agencies may reissue disapproved rules without new authorizing legislation, and CRA fast-track procedures lose their explicit status as internal rules.)
