This section revises the Environmental Quality Incentives Program (EQIP) by— (1) revising the limitation on payments for practices to cover, as determined by the Secretary, 75 percent of costs associated with planning, design, materials, equipment, installation, labor, management, maintenance, or training (generally); 40 percent of such costs for specified structural practices (e.g., access roads, animal mortality facilities, aquaculture ponds, dams, irrigation reservoirs, land clearing, livestock pipelines, ponds, waste storage facilities); 100 percent of income foregone; or tiered percentages for practices including multiple such elements; (2) decreasing the maximum amount of payments to any one person to $150,000 (from $450,000); and (3) requiring the Secretary to submit an annual report to Congress describing obligations by practice category (by fiscal year and State) and by State (by fiscal year and producer operation size).
