H.R. 4135 — To encourage States to participate with the Federal Permitting Improvement Steering Council's online dashboard for certain covered projects.

This section encourages states, to the maximum extent practicable, to participate in the environmental review and authorization process under the Federal Permitting Improvement Steering Council (established by the Fixing America's Surface Transportation Act) for covered projects—as defined in 42 U.S.C. 4370m(6) (i.e., major U.S. infrastructure activities, such as energy production or transmission projects, requiring federal environmental review under NEPA and likely to involve over $200 million in investment—that also require a state certification or permit under Clean Water Act §§401 (water quality certification), 402 (NPDES permits), or 404 (dredge and fill permits).
