This section states congressional findings regarding the risks of 3D-printed firearms and parts, including their potential to evade metal detectors, challenges to tracing (noting ATF processed 639,295 trace requests in 2024), production of untraceable "ghost guns" (e.g., 407 recovered by D.C. police in 2023), interstate trafficking (46,037 guns from 2017-2021), and threats to public safety and the federal firearms regulatory scheme.

This section prohibits any person from intentionally distributing over the internet or the World Wide Web digital instructions in the form of Computer Aided Design files or other code that can program a three-dimensional printer or similar device to produce a firearm or complete a firearm from an unfinished frame or receiver.
