H.R. 415 — Stop Act

This section prohibits individuals holding federal office from directly soliciting funds from any person for or on behalf of any political committee or for federal election activity (i.e., certain voter registration, get-out-the-vote, and generic campaign activities by state, district, or local party committees that can affect federal elections). It includes a rule of construction permitting such individuals to participate in fundraising events—including planning, attending, speaking at, or serving as a featured guest at the event—provided they do not engage in any written or verbal solicitation of funds. The section also makes conforming amendments to the existing FECA exception permitting attendance at state and local party fundraising events, clarifying that it applies notwithstanding the new prohibition and reiterating the no-solicitation condition for federal officeholders.
