H.R. 4156 — Support for Ownership and Investment in Land Act

This section establishes a pilot program, to be implemented no later than one year after enactment, for pre-approval or pre-qualification of direct farm ownership loans under subtitle A of the Consolidated Farm and Rural Development Act (i.e., loans to eligible farmers and ranchers for purchasing or enlarging farms). The program authorizes the Secretary to establish alternative eligibility requirements—while maintaining applicants' obligations under other subtitle A provisions—and requires consideration of streamlining loan assessments under section 360(b). The Secretary must submit annual reports on the program's actions and results to the agriculture committees of Congress beginning one year after enactment, with the authority terminating on September 30, 2030.
