H.R. 4158 — Ensuring Fee-Free Benefit Transactions Act of 2025

This section revises the prohibition on other fees to bar a state or any of its agents, contractors, or subcontractors from imposing fees on SNAP-authorized retailers (i.e., retailers approved to accept Supplemental Nutrition Assistance Program benefits) for electronic benefit transfer (EBT) transactions—including switching (as defined in subsection (j)(1)(H)) or routing of such benefits—or for costs to implement benefit delivery and control procedures under subsection (d) or alternative benefit delivery requirements under subsection (f)(5)(B). The prohibition does not apply to costs associated with equipment rentals.

This section provides that the amendment made by section 2 supersedes title IV of division HH of the Consolidated Appropriations Act, 2023, and any agency action taken under such title.
