This section amends the federal theft or bribery statute applicable to agents of organizations or state, local, or Indian tribal governments receiving in excess of $10,000 in annual federal assistance (18 U.S.C. 666) as follows: (1) increases the maximum term of imprisonment for theft, embezzlement, misapplication, or bribery offenses under subsection (a) to 15 years (from 10 years); (2) adds a new subsection (b) establishing an offense—separate from bribery—for directly or indirectly, knowingly and purposefully giving, offering, or promising $1,000 or more to such an agent, or demanding, seeking, receiving, or accepting $1,000 or more as such an agent, for or because of any official act performed in connection with any business, transaction, or series of transactions involving anything of value of $5,000 or more, punishable by fine, up to 2 years imprisonment, or both; and (3) makes conforming changes to cross-references and redesignates subsequent subsections.
