H.R. 4176 — No Secret Police Act of 2025

This section establishes a new section 714 of the Homeland Security Act of 2002 requiring Department of Homeland Security (DHS) law enforcement officers or agents (including U.S. Immigration and Customs Enforcement personnel), during any detention or arrest in connection with border security or immigration enforcement, to (1) provide the individual with identification of the employing DHS component, (2) display or wear official insignia or uniform visibly to others, and (3) refrain from wearing face coverings or other face-concealing items. It includes a rule of construction preserving DHS policies on tactical gear; requires the DHS Secretary to report to the House and Senate Homeland Security committees within 30 days of enactment on such policies and within 30 days of any modifications; and directs the Under Secretary for Science and Technology to conduct research and development, in coordination with relevant DHS components, on technologies to maximize insignia or uniform visibility during such actions (accounting for location, time of day, and weather). Definitions apply to "law enforcement officer or agent" (DHS personnel, including ICE) and "official insignia or uniform" (as defined in 18 U.S.C. 716). This section also makes a conforming amendment to the Homeland Security Act table of contents.
