H.R. 4178 — Enforce the Caps Act

This section establishes discretionary spending limits for the discretionary category of $1,621,959,000,000 for FY2026, $1,638,179,000,000 for FY2027, $1,654,560,000,000 for FY2028, and $1,671,106,000,000 for FY2029 in new budget authority (extending limits previously set through FY2025). (As background, breaches of these limits under the Balanced Budget and Emergency Deficit Control Act of 1985 trigger sequestration reducing non-exempt accounts within the category by a uniform percentage.)
