H.R. 4180 — Canyon’s Law

This section sets forth congressional findings on the risks of sodium cyanide, a restricted-use pesticide classified as a Category One acute toxicant under the Federal Insecticide, Fungicide, and Rodenticide Act, when deployed in M-44 devices (cyanide bombs) nationwide to kill predators such as coyotes, including documented harms to at least 42 people since 1984, more than 50 family dogs since 1990, thousands of nontarget wildlife (e.g., bald eagles, gray wolves, endangered species), and inefficacy in killing targeted animals only 53% of the time.

This section prohibits preparing, placing, installing, setting, deploying, or otherwise using an M–44 device (i.e., a device designed to propel sodium cyanide when triggered by an animal, commonly known as an M–44 ejector device or M–44 predator control device) on public land (i.e., federal land under the jurisdiction of the National Park Service, U.S. Fish and Wildlife Service, Bureau of Land Management, Bureau of Reclamation, or Forest Service). It requires any federal, state, or county agency to remove all such devices from public land within 30 days of enactment.
