H.R. 4188 — VA Flood Preparedness Act

This section expands the authority of the Secretary of Veterans Affairs under 38 U.S.C. 8108 to make contributions to local authorities for traffic controls, road improvements, or other devices adjacent to VA medical facilities to include those necessary to mitigate flood risks, including from rising sea levels (in addition to existing authority for safe ingress and egress). The section also requires the Secretary to submit a report to the House and Senate Committees on Veterans' Affairs, not later than two years after enactment, assessing (1) flood risks, including from rising sea levels, at each VA medical facility and (2) whether additional resources are needed to address those risks.
