H.R. 4190 — the Defining Humanitarian Demining Assistance Act of 2025

This section defines, for purposes of the humanitarian demining and stockpiled conventional munitions assistance authority (10 U.S.C. §407), “humanitarian demining assistance”—as it relates to training and support—as detection and clearance of landmines, unexploded explosive ordnance, and other explosive remnants of war, including activities using International Mine Action Standards to provide education, training, technical assistance, infrastructure development, and equipment related to such detection and clearance, national standards and standard operating procedures therefor, and explosive safety. The section further defines “stockpiled conventional munitions assistance”—as it relates to support of humanitarian assistance efforts—as training and support for disposal, demilitarization, physical security of stockpiles, and lifecycle stockpile management of potentially dangerous stockpiles of explosive ordnance, small arms, light weapons, and man-portable air-defense systems, including activities using International Ammunition Technical Guidelines to build the capacity of foreign security institutions through education, training, technical assistance, infrastructure development, and equipment related to explosive safety and stockpile disposal, demilitarization, physical security, management, national standards, and standard operating procedures.
