H.R. 4192 — the Military PFAS Transparency Act of 2025

This section requires the Secretary of Defense to submit to the Senate and House Armed Services Committees (1) an initial report, not later than one year after enactment and annually thereafter, on funding budgeted, obligated, and expensed—and status updates including phase timelines, delays exceeding 12 months with explanations, and barriers—for PFAS interim remedial actions (i.e., temporary measures to control PFAS releases at contaminated sites) per site at each DoD installation; and (2) a PFAS remediation acceleration strategy, not later than 180 days after enactment, including prioritization criteria for installations based on health risks, environmental impact, and community proximity; CERCLA cleanup phase timelines; a resource deployment plan identifying PFAS-testing laboratory accreditation status; and departmental performance benchmarks. The section further requires the Secretary, not later than one year after enactment, to establish and semiannually update a public online dashboard summarizing site-by-site PFAS funding, remediation status and timelines, and community engagement contacts. (As background, PFAS—persistent "forever chemicals" used in DoD firefighting foams—have contaminated drinking water and soil at over 700 military sites, prompting CERCLA-mandated investigations and cleanups.)
