H.R. 4193 — Time is Money Act

This section directs the Secretary of Transportation, not later than 180 days after enactment, to amend DOT regulations (14 CFR § 260.2) to reduce the threshold defining a significantly delayed or changed flight—which triggers airlines' obligation to provide automatic refunds—to 2 hours (from 3 hours) for domestic itineraries and to 5 hours (from 6 hours) for international itineraries. (Thus, more delays and changes will qualify passengers for refunds under the automatic refund rule.)
