H.R. 4217 — VA COST SAVINGS Enhancements Act

This section establishes the short title of the Act as the “Department of Veterans Affairs Creation of On-Site Treatment Systems Affording Veterans Improvements and Numerous General Safety Enhancements Act” or the “VA COST SAVINGS Enhancements Act”.

This section directs the Secretary of Veterans Affairs to identify Department of Veterans Affairs facilities that would achieve cost savings from on-site regulated medical waste treatment systems over a five-year period, using a uniform cost analysis model that compares off-site contract treatment costs to on-site treatment costs (with capital costs amortized over 10 years). The section further requires the Secretary to secure, install, and operate such systems at identified facilities. (Regulated medical waste is defined per 49 CFR 173.134(a)(5) or successor regulations, or more expansive state law.)
