H.R. 4236 — FADS Act of 2025

This section adds to the authorized program elements a new activity for the collection, storage, and safe disposal at the Waste Isolation Pilot Plant (WIPP) of proliferation-attractive fissile or radiological materials containing foreign-origin transuranic elements (i.e., materials similar to those already covered except for their origin). (As background, the program authorizes the Secretary of Energy to accelerate worldwide efforts to secure, remove, or eliminate such high-risk materials from vulnerable sites to mitigate theft or diversion threats; thus, this change enables disposal at WIPP of Russian-origin americium-241 sealed sources recovered by the National Nuclear Security Administration, once meeting waste acceptance criteria.)
