H.R. 4237 — Stopping Executive Clearance Unfair Revocation Efforts Act

This section (1) clarifies that due process protections for revocation or denial of eligibility for access to classified information apply to all individuals (from employees in the executive branch of Government); and (2) revises the President's annual report on security clearance determinations to require, for each clearance level, (A) the number of individuals denied a clearance or whose clearance was revoked during the preceding fiscal year; (B) for each such denial or revocation, identification of the individual's government agency or private-sector employer and an explanation of the reasons; and (C) a description of the outcome of any related appeal or review. (Thus, the report, previously limited to numbers of government employees and contractors holding clearances or approved for them, now covers denials and revocations with explanatory details.)
