H.R. 424 — State Border Security Reimbursement Act of 2025

This section states congressional findings that (1) border security is primarily a federal responsibility; (2) due to federal failures, Texas has allocated more than $3.208 billion for border security since the 2008–2009 biennium, including over $110 million (2008–2009), $120 million (2010–2011), $222.1 million (2012–2013), $510 million (2014–2015), $800 million (2016–2017), $663.1 million (2018–2019), $782.8 million (2020–2021), and a recommended $797.1 million (2022–2023); (3) citizens of border states are taxed twice for the same purpose; and (4) such state spending imposes an undue burden.

This section requires the federal government to reimburse all non-federally funded border security and enforcement expenses incurred by eligible states and their municipalities in support of federal efforts during the 10 years prior to enactment. A state qualifies if it expended more than $2.5 billion on such activities; its governor must submit an accounting of those expenses within 180 days of enactment, with reimbursement required within one year of submission.
