H.R. 4241 — Syria Sanctions Relief Act

This section repeals (1) Title VII of the Iran Threat Reduction and Syria Human Rights Act of 2012 (i.e., the Syria Human Rights Accountability Act of 2012), which authorizes sanctions and other measures against persons responsible for human rights abuses in Syria, including asset blocking and visa bans; and (2) Title LXXIV of the National Defense Authorization Act for Fiscal Year 2020 (i.e., the Caesar Syria Civilian Protection Act of 2019), which imposes sanctions on the Syrian government and foreign persons for complicity in the regime's torture, killing, or forcible disappearance of civilians, and requires related reports to Congress. (Thus, these repeals eliminate the statutory authorities for such Syria-specific sanctions and reporting requirements.)
