H.R. 4286 — SAK PASE in Haiti Act of 2025

This section expresses the sense of Congress that (1) the United States has a national security interest in addressing the security, economic, political, and humanitarian crises in Haiti; (2) gangs in Haiti threaten stability in Haiti and the region; (3) stabilization of Haiti's security situation and full civil society participation are preconditions for open democratic political processes; and (4) a lasting solution to Haiti's crisis must be supported by and led by the Haitian people.

This section requires the Secretary of State, not later than 90 days after the date of enactment, to submit to the appropriate congressional committees a comprehensive strategy to reestablish security and enhance stability in Haiti. The strategy must include the following elements: (1) an assessment of bolstering security, including support for the Haitian National Police, Armed Forces of Haiti, Multinational Security Support (MSS) mission, and other forces to counter gang violence; coordination with international allies such as the European Union, Canada, and CARICOM nations; collaboration with the United Nations on MSS efficacy and potential peacekeeping operations; feasibility of gang member reintegration; and the ability of nongovernmental organizations to operate in Haiti; (2) an assessment of addressing illicit arms flows, financial support, and political backing to gangs, including additional resources needed and coordination with Haiti's Transitional Presidential Council and Interim Prime Minister to counter gangs and restore governance and the rule of law; (3) an assessment of expanding economic opportunity through the Haiti HOPE/HELP program (i.e., trade preference program providing duty-free access for certain apparel and other goods) or other programs, including the impact of sanctions and foreign terrorist organization designations on humanitarian assistance and challenges to private capital mobilization; and (4) support for a Haitian-led solution in partnership with civil society and transitional leadership. In developing the strategy, the Secretary of State must consult with the CEO of the U.S. Development Finance Corporation, USAID Administrator, U.S. Trade Representative, U.S. Trade and Development Agency Director, U.S. private sector entities operating in Haiti, and Haitian stakeholders including nongovernmental organizations and civil society.

This section requires the Secretary of State to submit to the appropriate congressional committees, not later than 120 days after submission of the strategy required by section 2(a) and annually thereafter for 5 years, a report describing progress made in implementing the strategy, including (1) status updates on consultations with Haitian civil society and governmental stakeholders, (2) a description of coordination with international partners on sanctions and aid efforts, and (3) metrics and benchmarks used to evaluate the effectiveness of international support for security forces and security assistance in Haiti.
