H.R. 429 — Rosie the Riveter Commemorative Coin Act

This section states congressional findings recognizing the contributions of more than six million American women—represented by “Rosie the Riveter”—to the World War II home front workforce in factories, farms, shipyards, and other sectors; their perseverance amid discrimination, lower pay (10 to 15 cents an hour less than men), and the “double burden” of work and caregiving; the roles of women of color; and the suitability of national commemoration, including via a Congressional Gold Medal and National Rosie the Riveter Day on March 21.

This section directs the Secretary of the Treasury to mint and issue coins in recognition and celebration of American women who contributed to the Home Front during World War II, including (1) up to 50,000 $5 gold coins weighing 8.359 grams with a 0.850-inch diameter and at least 90% gold, (2) up to 400,000 $1 silver coins weighing 26.73 grams with a 1.500-inch diameter and at least 90% silver, and (3) up to 750,000 half-dollar clad coins weighing 11.34 grams with a 1.205-inch diameter and to specifications in 31 U.S.C. 5112(b). The section declares such coins legal tender, as provided in 31 U.S.C. 5103, and classifies them as numismatic items for purposes of 31 U.S.C. 5134 and 5136.

This section establishes design requirements for coins minted under this Act, which must be emblematic of the legacy of the diverse women workforce who contributed to the Home Front during World War II and bear (1) a designation of the coin's value, (2) the year "2028," and (3) the inscriptions "Liberty," "In God We Trust," "United States of America," and "E Pluribus Unum." It further directs the Secretary to select the designs after consultation with the Rosie the Riveter Trust and the Commission of Fine Arts, subject to review by the Citizens Coinage Advisory Committee.

This section requires coins minted under the Act to be issued in uncirculated and proof qualities and directs the Secretary to issue such coins only during the one-year period beginning on January 1, 2028.

This section establishes the price for coins issued under this Act as the sum of their face value, the surcharge provided in section 7(a), and the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping). The section further directs the Secretary to make bulk sales of the coins at a reasonable discount and to accept prepaid orders for the coins before issuance, also at a reasonable discount.

This section establishes surcharges on sales of coins minted under this Act of $35 per $5 coin, $10 per $1 coin, and $5 per half-dollar coin. It directs the Secretary of the Treasury to pay all surcharges promptly to the Rosie the Riveter Trust (subject to 31 U.S.C. §5134(f)) for National Park Service maintenance and repairs at the Rosie the Riveter WWII Home Front National Historical Park (i.e., a site in Richmond, California, commemorating women workers on the home front during World War II), as well as educational and commemorative programs. The Trust is subject to the audit requirements of 31 U.S.C. §5134(f)(2). No surcharges apply if coin issuance would cause the number of commemorative coin programs in a calendar year to exceed the annual limit of two under 31 U.S.C. §5112(m)(1).

This section requires the Secretary to ensure that (1) minting and issuing coins under this Act results in no net cost to the U.S. government; and (2) no funds, including surcharges, are disbursed to recipients designated in section 7 until the Treasury recovers all costs of designing and issuing the coins—including labor, materials, dies, use of machinery, winning design compensation, overhead expenses, marketing, and shipping—consistent with 31 U.S.C. §§ 5112(m) and 5134(f).
