H.R. 4291 — Sanctions Lists Harmonization Act

This section requires the federal official administering any of six specified sanctions lists—(1) the Office of Foreign Assets Control's (OFAC) list of specially designated nationals and blocked persons, (2) the Bureau of Industry and Security's (BIS) Entity List, (3) the Department of Defense's list of Chinese military companies under section 1260H of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021, (4) OFAC's Non-SDN Chinese Military-Industrial Complex Companies List, (5) OFAC's Sectoral Sanctions List, and (6) BIS's Military End User List—to notify officials administering the other lists within 30 days of adding an individual or entity and to review and determine within 90 days whether to add that individual or entity to their list. (Thus, the provision promotes coordination to ensure consistent application of sanctions that restrict U.S. persons' transactions, exports, and dealings with designated foreign adversaries.) It further requires each relevant agency to submit a report to specified congressional committees within one year of enactment certifying compliance, describing its deliberative process, and identifying any resulting additions to the lists (with the report submitted unclassified but potentially including a classified annex).
